The Rhode Island National Guard traces its history from the first colonial defensive force established in the tow! n of Portsmouth, Rhode Island in 1638. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Rhode Island Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.
Persons appointed with indefinite status may be separated when their services are no longer needed. If a permanent status employee at the same grade level as this announcement is selected, Nature of Action will be Reassignment; tenure will not change. If a permanent excepted status employee is selected at a higher grade, Nature of Action MAY be Temporary Promotion. Should the need for the indefinite time limitations placed on thi! s position no longer exist, the Temporary Promotion and/or the! Indefinite Appointment COULD be converted to permanent action without further competition.

This position resides in the 102nd Network Warfare Squadron. Its purpose is to provide accurate and timely analysis critical to the effectiveness of unit operation and survivability of unit resources. Incumbent supports the conduct of various assessments for Department of Defense (DoD) installations worldwide to identify vulnerabilities, ensuring risks and protection needs are met. KEY REQUIREMENTS

Background Criminal Investigation required prior to appointment.

Must possess or be able to at! tain a Top Secret Security Clearance DUTIES:
Brief Description of Duties: S erves
as the unit's expert intelligence analyst for the commander and staff. Classifies research and performs analysis of
intelligence information regarding hostile military, terrorist, or other
threats, in order to provide assessment teams with the ability to realistically
perform Opposing Forces (OPFOR) duties.
Assists in the collection of Open Source Intelligence (OSINT) and other
intelligence areas listed above, regarding DoD installations being
assessed. Coordinates requests for
information with Air Intelligence Agency/Air Force Information Warfare Center
(AIA/AFIWC). Collects, analyzes,
evaluates and interprets intelligence data to project and recommend realistic
threat scenarios, i.e., potential areas of vulnerabilities during
assessments. Coordinates with mission
commanders to ensure team members have necessary intelligence ! updates and
products to prepare for and conduct worldwide DOD secur! ity exercise,
assessments, Red Team, and other mission event tasking. Assists in monitoring team activities during
deployment and ensures appropriate final, after-action, and other reports are
accurately completed following deployments and exercises. Ensures intelligence products are adequately
protected and have proper classification markings before, during, and after an
assessment or other event.
Coordinates
Aggressor Operations Flight (AOF) activities and US civil and military laws to
ensure compliance with overarching policy.
Coordinates with squadron Staff Judge Advocate to ensure mission
activities do not violate intelligence oversight or other restrictive law
and/or policy.
Utilizes
intelligence techniques to develop projects and activities within a
specifically defined functional area of responsibility. Prepare reports that include all aspects
related to Information Operations/Information Warfare ! or threat analysis
studies.
Responsible
for the evaluation and interpretation of findings. Participates in committees and meetings as a
representative of the squadron within assigned area of responsibility.
Researches
current computer and internet intrusion techniques, OPFOR and other threat
practices. Researches open source and
classified systems to prepare a team to realistically perform OPFOR functions.
Analyzes
data collected during various types of assessments, applies applicable security
policies, standards, and guidelines, and assists in the preparation of
counter-measure recommendations for the assessment customer. Protects all classified, privacy and
proprietary information obtained during an assessment. Provides the assessment customer with
countermeasure recommendations, technical advice, and guidance.
Utilizes
a wide range of security and information operational concepts, princip! les and
practices to support vulnerability assessments and Red Team! activities
conducted on DoD installations worldwide.
Develops and/or implements procedures and practices to cover multiple
security objectives. The work at this
level requires knowledge of a broad range of security program
relationships.
Interprets
DoD, National Security Agency, Air Force and other applicable security
policies, standards and guidelines to enhance mission effectiveness.
Advises
team chiefs regarding the need for coordination of tasking, possible expansion
of scope of assessment, and coordination of augmentation of assessment teams
from other agencies. Recommends changes
to the assessment Rules of Engagement (ROE).
Performs
other duties as assigned.
QUALIFICATIONS REQUIRED:
GENERAL EXPERIENCE: Experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with oth! ers, to collect, evaluate and organize pertinent facts. Experience preparing clear and concise written reports.
SPECIALIZED EXPERIENCE: GS-07 - Must have at least 12 months experience, education or training investigating and collecting data to develop reports of findings. Experience storing, controlling, destroying and accounting for classified documents.
GS-09 - Must have at least 24 months experience, education or training performing functions involving various intelligence systems and organizations. Experience reviewing and analyzing data including technical reports, surveys, and studies. Experience preparing and conducting training plans and programs, both formal and on-the-job.
GS-11 - Must have at least 36 months experience, education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, inv! estigative, or technical work which required the applicant to deal effe! ctively with others. Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports.
MILITARY REQUIREMENTS: Employment in this position requires membership in the Rhode Island Air National Guard. Selected candidate(s) will be required to be in a compatible military grade and assignment within 60 days of the effective date of placement. Should be AFSC qualified within one year of placement action.
Military Grades: E-5/SSgt to E-7/MSgt
Compatible Military Assignments: 1N4X1 or 1N0X1
Must currently posses or be willing to attain a Top Secret Security Clearance
Substitution of education for specialized experience: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience.
