SUMMARY

The individual holding the office of Tax Collector is r esponsible for all cash receipts and control of municipal funds through coordinating all phases of work associated with the collection and treasury management activities. This position requires a working knowledge of the laws, ordinances and regulations governing the functions and fiscal operations of a municipality. The Tax Collector a dministers the City revenue program for collection of taxes by performing the following duties personally or through subordinate supervisors.

ESSENTIAL DUTIES AND RESPONSIBILITIES

I nclude the followin g responsibilities and o ther s may be assigned as necessary:

  • Supervises all collection activities such as:
a) Cash receipts
b) Cash Investments
c) Cash Disbursements/Cash Flow and Cash Position
d) Tax Li! en Sales

  • Maintain records relating to the re! quisition, custody and sale of securities and other City investments.
  • Position possesses all powers, rights, and duties prescribed under the general laws for tax collectors.
  • Participates as necessary in the work of subordinates in the collection of all taxes,
licenses, permit fees and other service charges due to the City.
  • Serves as custodian of all money collected by and deposited with the treasury, banks and
all securities owned and purchased by the municipal government.
  • Supervises the transfer of monies between the bank accounts maintained by the City.
  • Attends management meetings on City official matters relating to municipal treasury activities; computer software programming involving collections of taxes and general finance activities.
  • Prepares necessary signature cards; facsimile signatures and authorities for all bank accounts.
  • Works with the Accounting Department to assure a! ccurate reporting of cash to general ledger.
  • Works with Tax Assessor to assure accurate reporting of tax accounts through the reconciliation of the tax levy to receivables .
  • Assist Accounting Department with issues relating to the reconciliation of bank statements.
  • Prepares departments’ annual budget, along with budget ing revenues and revenue projections.
  • Prepares monthly cash flow analysis and cash position.
  • Prepares the disbursement schedules of bonded debt.
  • Interpret and implement RI General Laws and local ordinances relative to collection of taxes
  • Work with tax payers to resolve delin quency and other tax violations. Responsible for supervising staff on Tax Sale Laws and procedures.
  • Cooperates and works with Department Heads, Auditors, Attorneys, and Administration on all matt ers relating to Tax Collections.
  • Ability to effectively communicate with the public in a professional manner and! be a team player in a municipal environment.
SUPERVISORY RE! SPONSIBILITIES

Manages the Tax Collection Office and staff. R esponsible for the overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. The individual must have knowledge of municipal finance/collection operations, general accounting methods, principals and techniques, knowledge of modern office practices and the ability to maintain complex financial records. EDUCATION and/or EXPERIENCE

Bachelor’s degree from a four-year college or university with a major course work in accounting, business administration or a closely related field or work; five or more years related experience in the Finance/Collections area in a mid-to-large municipality ; or an equivalent combination of training and experience. Ability to supervise support personnel and establish and maintain favorable working relationships with the public and other departments. Working knowledge of Microsoft office, GIS, Vision Appraisal Cama Software, and Sungard Land Management/Tax Billing software (or similar software packages) .

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to read, write and speak English. Ability to write reports, business ! correspondence, and procedure manuals. Ability to effectively present i! nformation and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
