Duties:

This is ! a Bargaining Unit position.
This Rating Veterans Service Representative (GS - 0996- 09-10-11-12) is located in the Veterans Benefits Administration, Providence Regional Office, Providence Rhode Island.
Major Duties: The Rating VSR is responsible for the examination and evaluation of claims submitted for establishing service connection of diseases and injuries. The incumbent determines the degree of disability, permanency of disability, and whether substantially gainful employment is precluded; entitlement to burial award; establishment of service connection for cause of death or contributory cause of death; secondary service connection; service connection as a result of examination, treatment, hospitalization, or training; permanent and total disability for compensation or pension purposes; need for aid and attendance; competency/incompetence; and other benefits. Determines eligibility for hospitalization, outpatient treatment, loan guaranty, insurance, vocat! ional rehabilitation, and unemployment compensation and accrue! d benefits. Resolves legal questions at issue. The incumbent assures the proper application of the rating schedule and other applicable instructions, and he/she is fully accountable for proper analysis, appropriate development, and final rating determinations.
Individual(s) selected for this position must be available to attend a mandatory 8-week consecutive training session. This training may require official government travel away from the permanent duty station to a different city and/or state. Flexitour is not available during training. The Rating VSR career advancement is GS-9, GS-10, GS-11, GS-12. After advancement through the career ladder grade levels, the incumbent may be promoted to the full Performance Level (GS-12) without further competition after meeting time-in-grade and specialized experience requirements. Upon attaining the GS-12 grade level, employees will be required to take the Rating VSR Skills Certification test.

Time-in-grade:
GS- 09: 52 weeks at the GS-07 level.
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-07 for the GS 09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: experience that equipped the applicant with the particular knowledge, skills and abilities (KSAs) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to the next lower grade level in the normal line of progression for the occupation in the organization. This specialized experience can be gained in several occupations where assessments are regula! rly made on claims associated with medical, surgical or psychiatric issues.

Such experience is to be substantive and relevant and may have been gained in attorneys who handle medical malpractice and personal injury cases or nurses who have acted as an expert witness in medical malpractice and personal injury cases; registered nurses who assess medical claims of illness/injury, perform utilization reviews, or participate in quality assurance activities; or an individual who has held a position where he/she authorized and rated claims for benefits with an insurance company, disability program, or other federal agencies engaged in determining claims for benefits such as, Social Security Administration or the Department of Labor. Respiratory therapists, occupational therapists, physical therapists and mental health care workers may also have the specialized experience required for this position.

Applicants may substitute education for the experience required! .

At the GS-09 level, applicants may substitute a master's or ! equivalent degree or two (2) full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D.

OR
Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned. When substituting you can use graduate level education you have earned beyond a Bachelor's Degree. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09 . (1) For example, an applicant who has 75 semester hours of education (i.e. 15 semester hours beyond the second year, which is the equivalent of 25% of the required education) and has 9 months of specialized experience, would have the 1 year combination required for the position. OR (2) For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of ! creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
GS-10: 52 weeks at the GS- 09 level.
GS 11: 52 weeks at the GS-10 level.

Knowledge of pertinent laws, regulations, and procedures concerning the VA disability rating schedule and other VBA issues. This includes knowledge of compensation, pension, dependency and indemnity compensation, death pension, specially adapted housing, burial benefits, education benefits, and vocational rehabilitation benefits.
Ability to read, understand, interpret, and apply pertinent laws, regulations, and procedures which includes the ability to read, understand, and interpret legal and medical terminology.
Ability to communicate clearly and concisely in writing with people, both clients and co-workers, from a variety of backgrounds.
Ability to communicate orally with people from a ! variety of backgrounds and with varying level of understanding. This includes the ability to resolve complex and conflicting issues in an objective, equitable manner.
