Under limited supervision, performs professional, supervisory, and management duties and is responsible ! for the overall leadership and supervision of the technology department. Areas of supervision include the instructional technology program, all computer applications and hardware, networking and technical support, communication installations, the wide and local area network, distance learning, and computer repair. The Director of Technology Education and Operations is responsible for the development, implementation, operations, monitoring, and evaluation of the technology programs for the school system. This individual provides leadership in identifying hardware and software purchases, ensuring consistency within the school system instructional technology plan and state technology guidelines. The employee coordinates, and may deliver, staff development on technology competencies needed for teaching teachers. The employee works collaboratively with the other members of the school system central office staff and school building staff to use technology and include technology a! pplications as an integral part of the total instructional pro! gram.
SUMMARY OF RESPONSIBILITIES:
The Director of Technology Education and Operations has the responsibility for the effective delivery of technology information, education, training and services to the Woonsocket Education Department.
DUTIES AND RESPONSIBILITIES:
1. Provide supervision and hands-on leadership in the operation and maintenance of the Technology Department.
2. Provides leadership to: technician, database manager, network administrator, and Instructional Technology Specialist. Conducts all personnel issues related to department.
3. Delegates responsibility and authority to subordinate staff.
4. Coordinates wiring of district, including the wiring of each school building and multiple computer and cable TV drops and each classroom. Designs all wiring schematics for building and district and coordinates with contractors for the physical wiring of each site.
5. Responsible for overseeing the centraliz! ation of administrative databases in the Woonsocket Education Department.
6. Provides leadership, advice and recommendations to the Superintendent, Principals, Directors, Teachers and the School Committee on technology issues and consult with appropriate administrative personnel in devising, developing and implementing long-term and short-term technology goals.
7. Assists, compiles and composes applications and documentation for various grants for the Woonsocket Education Department.
8. Applies for and administers "E-Rate" applications, forms and awards for the Universal Services Fund E-Rate program. Completes all 470 and 471 application forms for application of E-Rate funds. Completes all 486 forms for payments of funds.
9. Processes, assigns and manages all work orders for technology needs and repair throughout the district.
10. Processes and contracts all audio-visual and related equipment repairs.
11. Processes all purchases orders, packing slips! , clearance copies and receipt of all technology within the technology ! department.
12. Advises and approves all purchases of computers, printers, and technology-related materials.
13. Serves as the Instructional Television Coordinator and Computer Curriculum Coordinator
14. Chairs the Technology Committee for the Woonsocket Education Department, providing short- and long-range planning for all technology initiatives and budgeting requirements.
15. Organizes and coordinates all facets of library automation including, meeting with librarians, preparing shelf lists, filling out verification forms, setting up servers, and preparing libraries for wiring and other automation actions.
16. Coordinates all aspects of design, professional development and information processing of the student information automation system and data warehousing services.
17. Oversees district technology training classes and school based training.
18. Coordinates the processing of Fixed Assets and Inventory throughout the district.
19. Develo! ps policies for the use of technology throughout the district.
20. Hires, trains, and evaluates employees assigned to the Technology Department.
21. Coordinates all State, local, Federal and Department of Education data reports including, October enrollment, discipline, December enrollment, and State-wide student identifications.
22. Designs and implements security camera systems for added surveillance and safety for WED property and employees
23. Provides school department staff with information on the availability of existing and emerging technologies in support of their data requirements.
24. Implements appropriate software technology for both local and remote access to data by district and school personnel.
25. Evaluates technology systems and applications and providing recommendations for hardware and software in response to the organizationâs needs.
26. Manage technical aspects of the districtâs telephone system and cellular phone netwo! rks throughout the district.
27. Supervises elementary technology t! eachers and school librarians.
28. Devises, develops, implements and maintains systems of internal controls, emergency and backup procedures, proper licensing, system upgrades, and disaster recovery plans to insure integrity of information, security of databases, and internal network access control.
29. Coordinates new and emerging technology project as they become available and necessary to the School Department.i.e. Winsnap: lunch automation system, Parlent: Addendance notification system.
30. Works with vendors and manages resources
31. Leads staff to determine and implement best technological practices that enhance teaching and learning.
32. Prepares and administers budgets for technology program; evaluates expenditures to ensure proper allocation of funds and adherence to organizational accounting requirements, and coordinates with other departments or agencies to ensure maximum services and resources. Performs other related work as required by the ! Superintendent.
ESSENTIAL JOB FUNCTIONS:
1. Must be physically able to operate a variety of equipment including computers, copiers, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 10 pounds of force occasionally; and/or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects.

6. Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including medical, legal, and counseling terminology.
7. Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages.
8. Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with emergency situations.
9. Analyzing, evaluating and developing complex systems and procedures for all technology education.
10. Conducting technological systems analysis and feasibility studies.
11. Training user staff in the use of technology. 12. Preparing clear and concise reports, documentation, and other written materials.
13. Exercising sound independent judgment within general policy and procedural guidelines.
14. Establishing and maintaining effective working relationships with all Woonsocket Education Department employees.
15. Performing financial analyses of technology needs and budget for such projects.
16. Competencies in principles and methods of statistical reporting, data processing, and technical writing.
EXPERIENCE:
A minimum of ten years of hands-on and supervisory experience with K-12 database management and technology systems. Service orientation essential and web development skills a plus.
EDUCATION:
Bachelorâs degree and Masters degree in related fields or comparable experience, industry certifications a plus. Additional experience may be considered as a substituted for above requirement.
COMMUNICATION SKILLS: Demonstrate! d ability to draft clear and concise correspondence. Ability to compose! and/or present written or oral reports as needed. Ability to communicate effectively with all levels within the organization including administration, staff and peers.
