Responsibilities The Corporate Fair Lending Officer is responsible for driving and overseeing the implementation strategy for the promotion, enhancement and oversight of the enterprise-wide Fair Lending Program for Citizens Financial Group, Inc. Within CFG’s Regulatory Risk & Compliance Management (RRCM) function, the individual promotes an organizational culture that ensures compliance with ECOA, FHA, and their implementing regulations. He/she supports the Chief Compliance Officer with managing CFG’s Fair Lending Program and reporting to executive management and the Board of Directors to the progress and status of fair lending-related objectives and initiatives, as well as related regulatory examinations, on a periodic basis.Key responsibilities of the Fair Lending Officer include: Leads CFG’s Fair Lending Office by building a governance program, such as a Fair Lending Council with executive and functional groups to provide platform for information exchange and to promote appropriate fair lending policy and procedure direction. Builds strong partnerships across the organization, and collaborating effectively within RRCM, Legal, and CFG’s business lines to provide advice on all matters involving fair lending, federal banking regulations, and compliance. Provides advice on design of Business Line’s fair lending-related control, quality of risk management, control, and assurance programs. Reviews results and advises on program enhancements. Oversees the Fair Lending Program that promotes a strong culture of compliance, control, and accountability. The program should be both proactive and responsive to shifting focus of regulatory, legislative and economic conditions to position CFG to appropriately manage compliance. Oversees and supports ongoing assessment of CFG’s enterprise-wide Fair Lending Program against RBS Group standards and US regulatory requirements. Promptly establishes action plans and target dates for implementing compliance with new/revised fair lending-related laws and regulations and monitors implementation activities. Monitors business line Fair Lending Programs and processes, including relevant CRA and HMDA data, that identifies fair lending issues/potential weaknesses, and proactively recommends appropriate changes to existing programs and processes as needed. Ensures identified deficiencies are promptly addressed and resolved; and oversees the data tracking process for these issues. Serves as CFG’s Divisional Fair Lending Officer at regional Risk Committees, fields related inquiries, resolves questions and policy issues, and escalates fair lending matters as appropriate. Performs meaning analysis of the divisional fair lending compliance activities, to identify trends, emerging issues, issues impacting cross divisional activities and develops information reporting for senior management and the Board of Directors detailing key program metrics. Conceptualizes and develops Board reporting on Fair Lending risk issues to maintain and heighten organizational awareness. Manages and leads team members, performing employee development duties such as career training and coaching, performance reviews. Oversees the coordination of the annual corporate Fair Lending training Qualifications Preferred Qualifications Strong leadership, communication, and collaboration skills, including the ability to work effectively with others at all levels across the organization, includingsupporting functions such as Legal and Audit. 10+ years of previous compliance or audit experience with progressively more responsibility and exposure to senior and executive level management, including 8+ years experience in Fair Lending and/or traditional corporate compliance functions Familiarity with Fair Lending-related legislation and best practices. Practical experience with risk management concepts in the financial services industry Understanding of attorney-client privilege, investigative and interview skills, and the ability to manage controversy without bias and to all parties.
